Overview

The Council is consulting on a new Community Infrastructure Levy (‘CIL’) Preliminary Draft Charging Schedule (PDCS) and responses are being invited by Thursday 6th September 2018. 

CIL is a levy that local authorities can choose to charge on new development in their area. The detailed implementation of CIL is set out in the Community Infrastructure Levy Regulations 2010 (as amended). The Council must spend the levy on infrastructure needed to support new development in the borough, which can include a wide range of infrastructure such as schools, hospitals, roads, open space, and leisure facilities.

The Preliminary Draft Charging Schedule (‘PDCS’) is the first stage in the process of adopting a new charging schedule. The Council’s previous charging schedule was adopted in April 2015. The PDCS sets out the charges for different types of development in the borough. The rates proposed have been informed by viability evidence produced by consultants specialising in this type of work. A further round of consultation on the Draft Charging Schedule is currently scheduled for later in the year.

As well as inviting comments on the PDCS, views and responses are invited on the associated evidence base and supporting documents which includes a Viability Review Report, Draft Infrastructure Delivery Schedule (IDS) and an Affordable Housing Delivery and Planning Obligations Report.

What happens next

The first round of consultation on the CIL Preliminary Draft Charging Schedule (PDCS) finished on the 06 September 2018. The Council is considering all the responses received. In is anticipated that the second round of consultation on the Draft Charging Schedule will take place in early 2019, which will include responses to all representations made on the PDCS.
