Overview

The Council has prepared a draft Supplementary Planning Document (SPD) for New Cross Gate. We are seeking your views on the document.

UPDATE - Consultation drop-in

A drop in session at New Cross Learning (283-285 New Cross Road, SE14 6AS) is taking place on 17th December from 5pm until 8pm to provide an opportunity for interested parties to talk directly with Council Officers about the proposals.

What is an SPD and why do we need them?

A SPD does not create new policy but sits within existing planning policy context in order to provide more detailed planning guidance, particularly on design qualities and for the type and nature of development that would be considered acceptable in an area.

If adopted, the SPD will be considered in determining planning applications in the area.

SPD’s also play an important role in the implementation of Lewisham Council’s priorities which are;

  • ‘Open Lewisham’
  • ‘Tackling the housing crisis’
  • ‘Giving children and young people the best start in life’
  • ‘Building and inclusive local economy’
  • ‘Delivering and defending: health, social care and support’
  • ‘Making Lewisham greener’
  • ‘Building safer communities’

New Cross Gate is changing with the possible arrival of the Bakerloo Line Extension, planned improvements to East London Line services, designation of New Cross and Deptford as a Creative Enterprise Zone, recent expansion of Goldsmiths and a number of planned new developments and new parks and routes. 

All of these factors make New Cross Gate an exciting prospect for new development and the council considers there to be a need for further guidance to in addition to existing planning policies to help guide future development proposals to make the best use of available land whilst respecting the areas historic and established context, ensure the delivery of affordable new homes and high quality public realm and to strengthen and enhance New Cross as a district centre.

What is a Strategic Environmental Assessment (SEA) Screening Opinion?

The aim of the SEA Directive (2004/42/EC) is as follows: “to contribute to the integration of environmental considerations into the preparation and adoption of plans and programmes with a view to promoting sustainable development, by ensuring that an environmental assessment is carried out of certain plans and programmes which are likely to have significant effects on the environment.”

In order to decide whether an SPD is likely to have significant environmental effects, and hence requires Strategic Environmental Assessment, it should be ‘screened’ at an early stage. We asked consultants to produce a Screening Opinion and it is below. 

We are at the stage where are consulting on a draft SPD and offering a short questionnaire to help understand your thoughts on the it.

What happens next

Representations and feedback will be collected and analysed in December. 

These representations will be published on our website and incorporated into the SPD as appropriate. 

The SPD will be published in early 2020.
