Overview

The Council is consulting local residents and groups on additions to the Council’s List of Buildings of Local historic, architectural & social importance (‘the Local List’). The proposed additions to the List are nominations that have been made by local residents, amenity groups, Council Officers and Councillors over the last five years.

The proposed nominations have all been assessed against the adopted selection criteria and are identified as being of special local historic, architectural and social interest to the borough of Lewisham. Their significance is described in their list entry.

We are now seeking the community’s input on this list and invite you to submit further information to contribute to the understanding of how these buildings are historically, architecturally or socially significant.

What is the Local List?

A Local List comprises a list of buildings structures or features which are recognised for their contribution to the local character, identity and distinctiveness of the London Borough of Lewisham.

The purpose of a local list is to highlight the many buildings and features within the historic environment which, although do not meet national criteria for being “listed buildings”, do make a significant contribution to the historic, architectural and social character of the borough. Buildings that are on the Local List are considered as ‘Locally listed’ and in policy terms as ‘non-designated heritage assets’.

The List also provides clarity on the nature and extent of their significance so that this can be considered when assessing the impact of development proposals on the historic environment generally and on these assets specifically. 

The Local List will be of interest to:

  • Householders
  • Design professionals, in drawing up proposals
  • Development management officers, as a material consideration in assessing the suitability of applications
  • Statutory and non-statutory consultees and the public in commenting on planning applications
  • The Council, in determining planning applications and in upholding decisions at planning appeals

What does it mean if a building is on the Local List?

As a non-statutory planning tool, the Local List does not afford any legal protection against demolition or alteration unlike buildings and sites that are Statutorily Listed. However the fact that a building or feature is on a Local List means that its conservation as a heritage asset is a material consideration when determining planning applications.  The decision maker must adopt “a balanced judgement having regard to the scale of any harm or loss and the significance of the heritage asset”.

Why your views matter

Through this consultation we hope to learn more about these identified buildings, and local residents and groups will often have invaluable information that may contribute to the final descriptions of buildings on the Local List. We would welcome any additional information including internal and external historic photos, records of significant events or uses or other information that would help to understand these buildings significance and history.

What happens next

After the consultation period, all representations received will be taken into consideration and a final revised Local List will be reported for adoption to Mayor and Cabinet in January 2020.

We will invite new nominations to the Local List in spring 2020.  Our intention is to review the list annually in future
